Dato’ Dr. Tan Yew Chong was appointed as Senior Advisor of Salcon Berhad on 15 April 2021.
Dato’ Dr. Tan obtained his Doctor of Business Administration (DBA) from Monash University, Melbourne, Australia, Masters of Business Administration (MBA), University Putra Malaysia, Bachelor of Arts (Hons), National University of Malaysia (UKM), and Advanced Diploma in Public Administration (DPA), Institute of Public Administration, Malaysia (INTAN).
Dato’ Dr. Tan has served in the public service for more than 25 years and previously worked in eight (8) key ministries and agencies. He has vast experience and expertise in Public Private Partnership (PPP) and infrastructure development. Dato’ Dr. Tan was the Secretary General of the Ministry of Primary Industries (MPI) and the Secretary General of the Ministry of Water, Land and Natural Resources (KATS). Prior to that, he has served in six (6) others main government agencies, namely (i) Ministry of Energy, Green Technology and Water (KeTTHA); (ii) Public and Private Partnership Unit (UKAS) of the Prime Minister’s Department; (iii) Ministry of Plantation Industries and Commodities; (iv) Ministry of Home Affairs; (v) Ministry of International Trade and Industry; and (vi) Ministry of Housing and Local Government.
Dato’ Dr. Tan was the Chairman of the Forest Research Institute of Malaysia (FRIM-2018), the Commissioner of the National Water Services Commission (SPAN-2016-2018), Board of Director, National Water Assets Corporation (PAAB-2018), Advisory Committee of the International Association for Coastal Reservoir Research (IACRR-2017 until now),
During his tenure at MPI, he sat on the Board of Director of Malaysia External Trade Development Corporation (MATRADE-2019), Rubber Industry Smallholders Development Authority (RISDA- 2019), Malaysian Palm Oil Council (MPOC-2019), Malaysian Timber Industry Board (MTIB-2019), National Kenaf and Tobacco Board (LKTN-2019), and Chairman for SARASPICE SDN. BHD (Marketing for Pepper-2019).
Jamiluddin Amini Sulaiman holds a Bachelor of Science degree in Chemical Engineering from Brown University, Rhode Island, USA.
He has been involved in the engineering and construction of various water treatment plants and water supply projects in the past 30 years, which include project management, design, procurement, construction, commissioning, operation and maintenance.
After graduation, he started his career as Environmental Analytical Chemist, followed by Project Engineer with environmental engineering companies in the United States and was involved in developing technology for hazardous wastewater control under USEPA SBIR program and operating an inorganic testing laboratory in conducting various tests on water, wastewater, soil and sludge. Upon returning to Malaysia, he joined a local engineering consulting firm and was tasked to carry out detailed engineering studies, preparation of design, tender documents/drawings and supervision of contracts in connection with the rehabilitation of 14 water treatment plants in Johor.
He later joined Salcon in 1996 as Senior Project Engineer, assigned to lead a team in Sg. Selangor Water Supply Scheme Phase 2 Stage 1 project. In 1999, he became Head of Engineering and subsequently moved up to become General Manager, Director of Project and Director of Engineering & Proposal. In January 2021, he assumes the present position and oversees the overall operation of various divisions and departments of the company in water and wastewater sectors.
Ir. Lee Thim Loy has more than 47 years of experience in the wastewater industry. His experience ranges from design and construction of network pumping stations, oxidation ponds, aerated lagoon system, rotating biological contactors, oxidation ditches, extended aeration activated sludge system, and intermittently decanted extended aeration (IDEA) activated sludge treatment system for sewage treatment.
Ir. Lee’s portfolio includes involvement in several Master Plans and Feasibility Studies for Sewerage in Malaysia. His capabilities extend into the treatment of palm oil wastes besides related environmental consultancy for industrial effluent surveys, wastewater flow analyses and wastewater feasibility studies.
Ir. Lee`s noteworthy experience includes as a Principal Investigator in the Palm Oil Waste Treatment Project in Malaysia and in Thailand, a project sponsored by the International Development Research Centre, Canada, and undertaken by the Asian Institute of Technology, Bangkok, in association with the Department of Environment, Ministry of Science, Technology and Environment, Malaysia from 1979 to 1981.
Ir. Lee’s latest experiences server as one of the Project Director in the design, supply, installation, testing and commissioning of the mechanical and electrical equipment for the Langat Centralised Sewage Treatment Plant catering for a population equivalent of 920,000 persons or sewage flow rate of 207,000 m³/ day.
Ir. Low Beng Peow, has been in the environmental engineering industry for more than 40 years. Ir. Low holds a Bachelor degree in Chemical Engineering from the National Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering from the Asian Institute of Technology, Bangkok in 1973. He is also a registered Professional Engineer with practising certificate in the branch of Environmental Engineering with the Board of Engineers, Malaysia, a fellow of The Institution of Engineers Malaysia as well as a Qualified Person under Suruhanjaya Perkhidmatan Air Negara (SPAN).
Ir. Low Beng Peow's experience covered the study, design, construction, implementation and management
of sewerage system including sewage treatment plants, pumping stations and sewer networks.
Ir. Low’s noteworthy experience includes involvement in the multi-million ringgit Greater Kuala Lumpur Sewerage Project financed by the International Bank for Reconstruction and Development in year 70’s, and successful completion of not less than 400 both Government and Private projects since the incorporation of Envitech Sdn Bhd in year 1984.
Ir. Vanslas Nathan Francis has more than 24 years of experience in water and wastewater sector. He holds a Bachelor Degree in Chemical Engineering in 1997 and a Master Degree in Environmental Engineering from Universiti Teknologi Malaysia (UTM) in 1999. He also holds a Master Degree in Business Administration from Cardiff Metropolitan University in 2016 and is a registered Professional Engineer with Practising Certificate from the Board of Engineers Malaysia. He is also a member of Institute of Engineers Malaysia.
Prior to joining Salcon, he has worked in Transwater Engineering, Biwater (Malaysia) and Genting Sanyen Utilities holding various positions related to project implementation, design works, plant operation and proposal or tender. In 2008, he joined Salcon as the Assistant Manager and later appointed as Head of Engineering for various projects implemented by Salcon Engineering. One of his notable project includes heading the engineering works for Langat2 WTP 1200 MLD plant, Malaysia. In November 2020, he is appointed as General Manager for Engineering & Construction of Salcon Engineering Berhad.
Phoon Yin Fong holds a Bachelor Science Degree in Quantity Surveying from Herriot-Watt University (UK). Phoon Yin Fong has 32 years career experience in civil and buildings works, from year 2005 onwards she started involved in water supply construction and NRW engineering works.
Prior to joining Salcon, she held the position as a Senior Manager (Contract & Procurement) with Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) from 2005 to 2015 and as a Deputy General Manager for Ban Hin Electrical & Construction Sdn Bhd from 2016 to 2018. Phoon Yin Fong has vast experience in tendering, project management and contract administration for numerous major projects which includes 35 work contract packages of pipe replacement projects and 10 work contract packages of systematic communication pipe replacement projects.
She was appointed as Assistant General Manager – Water Resources in Salcon Engineering Berhad in 2018 to assist Head of Water Resources Division on day-to-day operations for all matters related to Water Resources Division and lead a team of project management and contract administration staff for 4 Pipe Replacement Projects. She also heads all the tendering exercise for Water Resources Division. Phoon Yin Fong officially taken over the roles as Head of Water Resources Division in January 2021.
Mr. Patrick Tee graduated with a Bachelor of Arts (HONS) Business Studies from Thames Valley University.
He is in charge of Salcon’s first property investment project “RES’ 280”, a small office/home office (SoHo) suites with GDV of RM140 million. The said project is for 280 units of soho and 12 units of shops.
Mr. Patrick Tee is also a Director of several private limited companies. He has vast experience in various industries including water engineering/treatment, hotel management, property development and investment, technology as well as oil palm plantation industries.
Dato’ Mohammad Hakim Low Bin Abdullah graduated with a Bachelor of Business Administration and International Marketing from Eastern Michigan University US. He has more than 20 years of Telco Industry experience in senior positions with Malaysian and International Companies such as Wembley Industries, Lucent Technologies, Sapura Digital, Commverge Solutions and KargoCard. In his various commercial roles he spearheaded the introduction and boost of sales for new products and services for the telecommunication and consumer industry.
Besides being the Managing Director and Co-Founder of Volksbahn Technologies, he sits on the Board of Directors of various companies as a strategic and commercial advisor.
Mr. Leong Yi Shen is a member of Malaysian Institute of Accountants (MIA) and Certified Practicing Accountant, Australia (CPA Australia). He holds a Bachelor’s Degree in Commerce Majors: Accounting and Finance from the University of Melbourne, Australia.
He started his career as an Associate in CIMB Investment Bank under "The Complete Bankers" Program end 2012 and then proceeded to join CIMB Commercial Banking covering middle market segments. He left CIMB in 2017.
Mr Leong Yi Shen then joined Salcon Berhad under its travel-related subsidiary, Salcon Xinlian Sdn Bhd and has since become more active in the Group level as Vice President, Group Strategy & Strategic Investments, Finance. He oversees a portfolio of investments on behalf of the Group, and is involved in carrying out financial due diligence on potential acquisitions for the Group. He also heads the Renewable Energy division within the Group.
He was appointed as the Acting Chief Financial Officer in August 2021.
Vergis Mathews has extensive career experience in various industries including transportation or logistic business for more than 20 years, film production, advertising and marketing, and audit and corporate tax.
Vergis Mathews was an Associate partner in Paul Charles & Associates from 1 February 1980 to 30 June 1986 before leaving for Coopers & Lybrand, London, United Kingdom as Audit Senior from 1 July 1986 to end 1991. He then joined the film production industry from 1 March 1992 to 30 March 2000 as Finance and Business Development Director.
In year 1997, he was appointed as Managing Director of Eco-Coach and Tours (M) Sdn Bhd to the Fleet Operation and seconded by Petronas NGV to assist the Chairman of Commonwealth Games 1998 Rt. Gen. Tan Sri Hashim Ali on the logistic coordination and needs for 2000 unit/fleet vehicles XVI Kuala Lumpur, 1998 Commonwealth Games.
Currently Vergis Mathews is the Chief Executive Officer of Eco-Coach & Tours (M) Sdn Bhd, a subsidiary of Salcon Berhad which provides transport services to corporate in Penang, Malaysia.
Mr. Ganesan Subramaniam obtained his Diploma in Mechanical Engineering from Bradford Technical College Kuala Lumpur in 1986 and has more than 33 years of experience in the glove manufacturing industry as well as expertise in marketing, turnkey advisory and project consultancy. His extensive know-how also include trading, chlorination activities and the design, engineering, construction of gloves dipping lines, quality control system and management in the wastewater treatment plant and boilers.
He first started his professional career with Brightway Holding, a glove manufacturing company in 1991 and left when he founded JR Engineering and Medical Technologies Sdn Bhd (JREMT) in 2001. Mr. Ganesan has been the Chief Executive Officer and Managing Director of JREMT since its incorporation.
Since 2001, he has successfully grown JREMT from a small distributor and processing agent to its present position as a manufacturer and supplier with established business network in both the local and overseas glove manufacturing market. Located in the Rasa industrial zone, JREMT has achieved sales of over RM500M to both public listed and private organizations and is projected to double its growth in line with the high global demand for gloves products and services.
Besides this, Mr. Ganesan has vast experience and knowledge in setting up of glove dipping plants and has served as an International Technical Consultant and advisor for numerous gloves dipping plant set-ups in Uganda, India, Uzbekistan, Egypt, Ethiopia, Pakistan, Sri Lanka, Thailand, Bangladesh, USA as well as Malaysia for Aspen, Brightway & Pentavest.
